Long story short. Male relative, mid-30s, three ugly divorces, abusive, multiple family-money bailouts, leaves state with new girlfriend, police arrest him (domestic dispute), restraining order, family bailout. Could go on. How to help?

Stop bailouts. Unless he agrees to get help, gets help, cleans up, and stays cleaned up long enough and significantly enough to demonstrate that he can be trusted, you're just financing future abuse.
